Although development has become a topic of primary importance on the international scene, it has long been the subject of considerable thought in the political world.
As early as 1958, at the inauguration of the Universal Exhibition in Brussels, King Baudouin 1st of Belgium said that:
"Technology alone cannot create a civilization. For it to become an element of progress, it requires a parallel development of our moral concepts and our will to achieve a constructive joint effort."
Thus, international cooperation and, on another level, a system of common values, are determining factors in bringing civilizations toward the level of development required for their people’s well-being.
Since this international cooperation for development is being constructed as we speak, how to establish a structure for aid is being actively debated and an event has been organized about it at these EDD. Notable participants have included Olivier Consolo, Director General of CONCORD (Confederation for Coordination of Relief and Development) and Simon Maxwell, ODI Senior Research Associate et ex-Director of ODI (Overseas Development Institute, an independent think tank).
